Employment practice appeal process

This portal, the Public Complaint Management System (SISPAA) of the Public Service Department (JPA), functions as a central channel for feedback, inquiries, and suggestions on all federal civil service matters, including employment policies, promotions, salaries, benefits, and training. For Universiti Malaysia Perlis (UniMAP), this system is critically important as it provides a formal, external mechanism for UniMAP employees to appeal and address grievances regarding their rights, pay, and conditions, thereby enforcing the national policies on workplace equity and decent work that the university is mandated to follow.

This internal UniMAP form is the first and primary formal step in the appeal process, creating a direct link to the national system:

  1. Internal Resolution (UniMAP sistem): A staff member with a grievance regarding pay, promotion, or rights must first use this internal UniMAP form. It allows the university's own management to investigate and resolve the issue.
  2. External Escalation (SISPAA JPA): If the staff member is dissatisfied with UniMAP's internal decision, they can then escalate their case to the SISPAA JPA portal we discussed. The JPA acts as an external, higher authority to review the university's decision and ensure compliance with national civil service rules.

This two-tiered system (Internal UniMAP Form -> External SISPAA JPA) creates a robust framework for protecting worker rights.
